Ok, I've read the quota guidelines and understand that more than 25,000 
"transactions" per day without being charged. The question I have pertains 
to what exactly this means.

I understand what a single transaction entails - loading the API once is a 
single transaction. The question I have is what constitutes the limit 
itself?

Is it for a single web page?

Is it for a single v2 API key?

Is it for a single domain?

Is it for a single Google account?

Something else?

What about maps that have in-map ads (GAdsManage). These maps generate a 
constant revenue stream already for Google and the publisher. Is there any 
exemption for GAdsManager maps?

It would be very difficult to calculate when an overage occurs (especially 
since I don't know how to calculate the total) and shut a map off to prevent 
being charged. Can this be handled on Google's end instead and just not load 
the API? From my calculations, the charges incurred by the overages would 
exceed the AdSense revenue by a wide margin. It would be better to stop 
serving the maps than to incur the charges. I would hate to deprive the 
public the use of my maps but since it would cost me to have them use a free 
service, I would rather shut them down before the overage charges are 
incurred.
