No. For each time zone there is an infinite number of lat-long points.
Time zones are irregularly shaped, so you can't simply divide the
world up into 15deg segments, either (although that will produce a
reasonable approximation in many cases).

There are services which show which time zone a particular point is
in; I think geonames.org may have one.
