The APIs share map tiles, although each set of tiles has a different
version number and the APIs may be updated to use the new version at
different times (as you found). Technically it would be possible to
maintain a separate set of tiles for each of Version 2 and Version 3,
but there seems little point in doing that beyond what's needed in the
update cycle.
