Your smartest solution would be to implement your own geocoder when a zip 
code or state is used. The databases are both small (~50 and ~40,000 
records) and you won't have to depend on Google's services to do it. You 
can get a Zip Code to coordinate database for a couple hundred dollars. (US 
only)
