The rate limit has been around for ages.

Note too that the daily limit is split into six-hour periods and you
can only use a quarter of the daily limit each six hours.

I guess that if you have been abusing the service then Google may be
paying a bit more attention to your use of it now.

The best way to accomplish your task is to use the daily limit at an
even rate through the day. Spreading 2500 through the day means a rate
of one every 35 seconds or so.
