The rate limit has been around for ages. Note too that the daily limit is split into six-hour periods and you can only use a quarter of the daily limit each six hours. I guess that if you have been abusing the service then Google may be paying a bit more attention to your use of it now. The best way to accomplish your task is to use the daily limit at an even rate through the day.
