My interpretation is...

You can charge to add data to your database. But you cannot charge to
view your data on a map. Once it's on a map it falls into Google's
definition of "Your Content" and must be viewable for free.

If data you hold never appears on a map then it's outside the scope of
the Terms. The Terms only apply to maps produced with Google APIs.
