Terms of Use, 9.1.2(b) allows charging of a fee for mobile apps. 10.2(c)(iii) allows non-business tracking, or business tracking with an Enterprise licence. There's no information on the bSafe site about their licensing, but it's quite possible that either Google have told them they don't need an Enterprise licence because they are not tracking business assets; or that they do need one and they have one. Perhaps they charge a fee to cover the licence costs? They need under 700 users to meet Google's fee, fewer with monthly billing. Please note: I have no connection with bSafe or Google, nor do I know their licensing position. But there may well be a benign conclusion to reach; it's not necessary to assume the worst. The Maps team do look into the Group occasionally and may well see this, but I'm copying this directly as well.
