Once I listen from someone that to put one only demo account in a GPS 
locator paid service server accesible from internet (and for free obviosly) 
will not violate the 9.1 point of the agreement is it True??

I know several sites with this kind of deployment.

9.1 Free, Public Accessibility to Your Maps API Implementation. Your Maps 
API Implementation must be generally accessible to *users* without charge.
