I assume (as I think John did) that you are speaking of 9-digit U.S. zip
codes, when you say "+4 geocode." If you start with an address (not a
lat-lng) you can do that one at a time through the USPS website.
Or, you can purchase the entire USPS database on DVDs and do your address
verification in bulk with your own application.
At one time, the USPS had an online API for which you could apply. Since
their purpose is to sell more postage, it was intended for users just about
to mail a package. Your use case ("1000, about once per month") wouldn't
have qualified.
My information is at least one year old, so you can look into it yourself.
