Two years later, I've run into the same issue. The MarkerManager seems to 
ignore markers if the current viewport is below the minimum configured for 
the MarkerManager. Certainly seems counter-intuitive to me. Whether or not 
a marker is displayed at a given level shouldn't prevent you from managing 
add/removal of the marker, regardless of zoom level.

Anyone know how to workaround this issue?
