The answer here is easy. Read the Terms of Service, and get a Google
Maps for Business account.

Maps *must* be hosted publicly unless you have Google's agreement to
host them privately. You cannot use a free key to host them privately;
you need a Business client id. Business accounts come with support
direct from Google to get you up and running.
