The Google Maps Javascript APIs require javascript and a browser.
So the answer is not with "Google Maps JavaScript API v3" (the topic
of this group), to use that you need to have a browser with enough
functionality to display the map in your application.  Can't answer
whether or not there is another API that might meet your needs or not.
