I confirm that I have seen  exact the same thing with many of my KML 
mashups. But the problem is that it is not always reproducable and it seems 
to be browser related too. Another thing I've experienced is that if I 
import the same problematic KML file into My maps, the Info windows ALWAYS 
show up the way they should with respect to scrollbars. I've sort of worked 
around the problem by reducing  the amount of text in the info windows in 
the KML file, thereby also making the files slimmer. From a usability point 
of view, I think that info windows in map applications should have limited 
amount of content and rather provide additional links to full blown HTML 
pages.

When I see the problem next time, I will post the link to the KML file to 
this group for further study if anyone cares.
