That's why I suggested the offline database in the first way. By offline I not necessarily mean "not connected to the internet" but more that it is on the same server as your website. I don't really see why this shouldn't be possible (simply import the data into your (sql?) database). It would solve your problem and would not comply with any terms of service. You would have to keep the data up-to-date from time to time, though.
