The geocoder has to be used "in conjunction with a map" so as long as other uses of geocode results are accompanied by a map it's OK.
As far as free vs Premier, as long as the map shown for the paid app does not include more data than is shown for free (regardless of however much additional data is shown off map), then you are in compliance with the free ToS. If however there are map features or data sets that are only shown to users who have paid, then you need a Premier license.
