I think Greg's point was that he shouldn't have to say so.

Even if he were using the free API, there was nothing in his message to
indicate a TOS violation. It was only a misunderstanding of the TOS that led
anyone to suggest otherwise.

Loading a map from localhost? Pretty safe bet that a developer asking about
this is developing and testing, which the TOS specifically allows.
