This all looks normal. This test page ( http://code.google.com/apis/maps/documentation/javascript/examples/streetview-map.html) displays the same behavior on my Mac Chrome/Safari/Firefox which all use the HTML mode. I suspect the use of lower resolution tiles during load and zoom is specific to the WebGL mode.
