Starting yesterday (approximately around the time of the maintenance) we started observing issues with the Picasa API. When a user signs in (using either AuthSub or OAuth) and requests a list of their albums, they are often seeing the album list of a different user.
i.e. requesting http://picasaweb.google.com/data/feed/api/user/default is not returning the authenticated users list of albums, but instead returns another users list.. After performing another operation, such as uploading a photo, the list albums feed starts working correctly, (and the photo is uploaded correctly to the authenticated users account.
