Unfortunately at this time Google does not offer any path to special agreements, which would allow your end users to upload photos without each of them having (and being aware about) an individual Picasa Web account. As much as it seems to make sense to offer the Picasa Web service for the sole purpose of a general photo storage for any type of 3rd party online application, Google's focus with the API is on providing programmatic access to individual user's photo data and enhancing and enabling the social interaction between end users for other applications.
