There are good examples of face recognition with OpenCV (http:// opencv.willowgarage.com/wiki/).
I've had them up and running on my G5, finding faces from an iCam feed, but haven't ever tried putting them in a mobile app. What's your intended platform, btw? That'll make a difference. Running a computer vision library on a mobile app might be a little too heavy ;).
