Ok, thanks for this link, I have searched for this but didn't find it. So as far as I can see, I am able to distribute such an app, and may even use the words "Google Picasa Web Albums" in the description of the program.
In fact, it is a small uploader application for ubuntu since my preferred picture manager does not support upload to Picasa. It will well integrate with gnome and features a nice small GUI to select webalbums and to provide user feedback on upload progress. Keep you posted as soon as I have created the project.
