look up PWI picasa webalbum integrator.. its done in javascript with jquery.. I tried it out and it is really cool. You may be able to use parts of it for what you need... It will give you a list of albums with their thumbnails.. and when you click one it will display the photos within it.
Maybe you can use the part of the function in just getting the album cover. Worth a shot.
