I tried this, and everything worked... by now:
https://picasaweb.google.com/lh/settings#permissions

Uncheck these options (first is the key one): 
      Hide name tags in my *public albums* by default. 
 Hide name tags in my *Limited albums* by default.

I think this Settings screen is not easy to find. To get it, view one photo 
(from the web interface), and then in the right side down the screen 
search: *Photo reuse*, click edit and then Set account default: 
Settings<https://picasaweb.google.com/lh/settings#permissions>, 
under the buttons.
