Thank you for your help. I tested more deeply application. And the situation looks even more strange....
Our application upload photos to Picasa, and add tags to determine for what entry this photo belongs. I uploaded 4 photos (3xJFIF, and 1xEXIF). All this photos are visible when you check your account by PicasaWeb. All this photos have the some tag with id our entry. But searching for this tag returned only one photo - this with exif header. I tried search even by www Picasa interface and results are the same - only one photo returned. Im so surprised..... why this happens ?
