Any clues here?

The problem I have is that when writing a sync client I'll see the following 
behaviour:

1. Picture modified on 2nd February (ie last modified date on file is 2-Feb)

2. Sync service uploads picture on 10th February

3. Because cloud version of picture is dated 10th February (lastUpdated) the 
next sync run downloads the picture again

4. Local picture now has incorrect last modified date. 

As a hack I can let the lastModified date on the local file myself after 
upload, to avoid the unchanged file being unnecessarily redownloaded, but it 
would be better if I could just have the picture stored in Picasa with the 
correct last-updated date that matches the local file. 

Is there any way to specify it?
