Nope, there is no cost involved, although if you are using a "consumer" google account, some API features are limited according to the quotas on this page: https://developers.google.com/apps-script/guides/services/quotas. With a paid Gsuite Account you get some Perks like creating 2000 contacts/day vs 1000 contacts/day on a consumer account,10,000 email recipients/day vs 1,000 and so on
