The recent license change to gplv2 doesn't seem to be clear in the
codebase at this point, and may jeopardize our project's ability to
use the library if it is not specifically licensed "GPLv2 or later".

Many projects have upgraded to the GPLv3 which is only compatible with
the GPLv2 given this statement in the license header.
