I am a little confused about what I can do with the Google Talk API.
My intent is to send an IM from my server to a user if they are logged
in to Google Talk.  To this end, I need to be able to:

1.) Query if a user is online.

2.) Send a message to the Google Talk user.

I currently send notifications over email and sms and was looking to
add IM notification for Google Talk users.  Is this what I can use the
Google API for?

I searched through the older posts and read the overview but am
confused between Jabber, Jingle, Libjingle and XMPP.  I've used the
Maps, Base, Data, and other APIS in previous years and prefer the ease
of use of REST-style communications but will implement the API however
I can.
