None Google Translate Information Bar Pushes Page Down

Hi, my website graphics seamlessly display across the header /content
and the background of the page. BUT when Google Translate is activated
the content shifts down the page but the background stays static in
its original position causing the graphic to be split / disjointed.

Is there a way to force the background of the page down with the
content OR force the information bar to appear at the footer of the
page or to the left for example?
