On the most recent release (firefox 3.6.8 googletoolbar
7.1.20100723W), whenever a user goes to my site, google toolbar asks
if you want to translate it from Portuguese.

my site is: http://www.abqjournal.com and is in english

how does google determine the language of a site?

I do also have these meta tags, and the word Albuquerque, came from
portugese:
