The three languages in the upper right are the last ones that were selected by the user. The right language menu for destination language picks the output language for the next translation, which may replace one of the three int the upper right.
The source language selector is similar - it will show the recently used languages chosen by the left selector. Try a translation, then change the output language and watch what happens.
