One additional note that might be relevant:
This option IS available in the image based charts (Google Charts API),
using the chxr parameter. Visit
http://code.google.com/apis/chart/labels.html#axis_range for more details.

Note that this can be used from the Visualization API using the ImageChart
visualization.
