Formatted values do not effect this chart.One of the reasons, is that there is also a need to generate scales ticks that do not exist in the original data.
It could be nice indeed to have a way to format the y axis and the top data in a time format and not only in a decimal format, but this is not supported yet, and is not in our near future plans.
