Hi,

The only way I found to display a background image, is with CSS opacity, I 
share it :

HTML

 <div class="bg">
>
>     <div id="chart_div" class="chart"></div>
>
>  </div>
>
>
CSS

.bg {background:url(yourPic.png);}

.chart {opacity : 0.8; 

    -moz-opacity : 0.8; 

    -ms-filter: "alpha(opacity=80)"; /* IE 8 */ 

    filter : alpha(opacity=80); /* IE < 8 */}
