I'm sorry to tell you that there is no way to control which side of the chart the axis will be on. If this wasn't a bubble chart, you might have been able to do something with series and axes without labels, but the bubble chart doesn't have those features, so I'm afraid you can't do that. I'm not sure what you mean by "divide the background." Do you mean have every other section be gray? If that's the case, then there is no way to do that either. If that's not the case, then you should elaborate.
