I was able to reproduce this behavior, but I believe it to be a bug in IE9.

Once I reproduced this behavior, I was no longer able to render VML on any
page in IE with these settings.

I tried, for example,
http://samples.msdn.microsoft.com/workshop/samples/vml/redoval.htm which
rendered in IE9 / Quirks mode, but not in IE8/IE8, which it should.

I verified that the page content looked correct in IE8 when the charts no
longer rendered, but something about the rapid switching between
document/browser modes seems to break VML rendering for the whole browser,
not just the Visualizations.
