The Google Charts API requires an internet connection. As you've stated, downloading and self-hosting the Google Charts API is against our Terms of Service. Additionally, not all features in the Charts API are available (eg Maps/Geo) without an internet connection.
Depending on your requirements, there are other charting APIs available to you (chart.js, etc [off the top of my head]) that might be better suited to situations without an internet connection.
