In theory, yes you can do that, but you might be better served using a lightbox instead of opening a new window. You'll need to hook an event handler onto the button, which spawns the lightbox, adds a container div to the lightbox, and draws the chart inside the container div.
If you have to do this by opening a new window, you will need to write the javascript and HTML for the chart into the new window (or create pages on your server to serve up the zoomed chart, and open the target page in a new window).
