The Google Visualization API charts are free to use in almost any circumstance (including commercial uses), except those prohibited (see Terms of Service <https://developers.google.com/chart/terms> for details). You should never be charged for use of the Visualization API; as I recall, 3rd parties are explicitly forbidden to sell access to the API, so whoever is charging for access is likely in violation of the Terms of Service.
