That screenshot must be from Google Image Charts, not Google Charts. When you use the Google Org Chart (which is part of Google Charts), the data populating the chart is not sent to Google. The library is downloaded to the web browser and then your JavaScript code uses that downloaded library to render the chart, all in the browser.
