Not just real translations, but the proper plural forms as well.  For
Arabic, you need the following:

none - count is 0
one - count is 1
two - count is 2
few - last two digits of count is 03-10
many - last two digits of count is 11-99

I think this shouldn't get checked in until we have the proper
translations/plural forms.

In most cases, there are no plural forms in Chinese.  Unless this is the
