Btw, if you go to http://st.unicode.org/cldr-apps/survey?_=it&x=Gregorian#x@14164b88b71705de you will see that the a format without slashes was considered and rejected, so you will probably need strong evidence (such as usage in newspapers, government documents, etc) to get them to change their mind.
