@Brian - the differences a user would likely see from just this update (not
including the shared i18n APIs update or updating the CLDR 22.1) would be
different date/time patterns chosen for particular skeleton patterns,
either in i18n messages using {n,localdatetime,yMd}/etc formatting, or in
@CustomDateTimeFormat patterns.
What would you suggest for the commit message?

The only issue would be that the CLDR utilities might only work with the
version of ICU4J they were built against. I suppose we can just make sure
to just update them at the same time.
