Patch Set 2: Code-Review-1

This seems overly convoluted: client.DateTimeFormat extends shared.DateTimeFormat, and client.TimeZone implements shared.TimeZone; and we only set them, never get them, so why couldn't we just change the imports? Are there different behaviors between 'client' and 'shared'?
