As far as I know all versions of Firefox have this problem. Any HTML will always sit behind a flash object. I've never seen anyone fix it, and it really frustrates me when I hit a site that puts their navigation menu "on top" of a flash object, because it makes the site totally unusable.
Bottom line: move the flash object; don't have a drop-down menu; or forget supporting Firefox.
