I'm wondering if it is some sort of network issue - the Maps API has to load from a server at google.
Also, even though you shouldn't need a key, you could go to http://code.google.com/apis/maps and get one for localhost. IIRC, some parts of the API (Geocoding maybe?) do need a key, even if its localhost.
