You don't really need a plugin. The getting started guide (it's right there on the main GWT website) shows how to run the projectCreator/applicationCreator scripts. These already generate the .project file that eclipse needs (make sure you follow the 'I have eclipse' part of the getting started guide).
What would you envision a plugin to even do?
