Are locals in JSF done on the server side? If so, you might be able to integrate it with the incubator's server side local selection: http://code.google.com/docreader/#p=google-web-toolkit-incubator&s=google-web-toolkit-incubator&t=ServerSideLocaleSelection. I haven't tried it out myself, but hopefully that helps.
