The DTD is also included with the GWT SDK.  So you can just point it 
there.  Eg:

<!DOCTYPE module PUBLIC "-//Google Inc.//DTD Google Web Toolkit 2.9.0//EN" 
"file:///C:/mydir/gwt-2.9.0/gwt-module.dtd">

(change the location path to where you have your GWT SDK)
