The BOM is not obligatory, but it can be a very helpful way to handle 
conflicts. You shouldn't have scope issues with using a bom, unless you 
accidentally put it in dependencies instead of in 
dependencyManagement/dependencies. Once in dependencyManagement, it would 
not add dependencies and would not give them scopes - but if a dependency 
was present (with a scope defined, or the default of "compile") that the 
bom covered, it would ensure that only the correct version was allowed.
